The Skills Pass Tourism & Hospitality

The Skills Pass Tourism and Hospitality is an official verification framework established by the Government of Malta and governed by [Subsidiary Legislation 409.22 and legal notice 294 of 2025](LEGISLATION MALTA). These regulations are intended to align the Tourism and Hospitality Skills Pass Regulations (S.L. 409.22) with Malta’s updated immigration policy, clarifying that Third Country Nationals who plan to come to Malta to work in the tourism and hospitality industry must obtain a Skills Pass, in addition to any other certification required by the competent immigration authorities.

The Skills Pass Tourism and Hospitality Process

The Skills Pass process follows Maltese legislation and is completed in two main steps.

  • Pre-Departure Course

    Candidates must first complete the Pre-Departure Course on the Skills Pass online portal. This course explains life and work in Malta and includes the required tests and checks. Only candidates who successfully complete the Pre-Departure Course can continue to the next step.

  • Tourism Skills Pass

    After passing the Pre-Departure Course, candidates continue with the Tourism Skills Pass. They complete the required courses, tests, and declarations related to tourism work in Malta. A skills verification interview may be required, either online or in Malta, depending on legal requirements.

The verification processes will verify the minimum basic level required to work in the Hospitality and Tourism Industry in Malta.
